HSDF SUBMITS MEMORANDUM SEEKING ACTION AGAINST LIQUOR LICENCE
Date: 20 August 2026 Location: Diphu, Karbi Anglong, Assam Memorandum Submitted to the Deputy Commissioner, Diphu The Hills State Democratic Front (HSDF), Regional Political Party, today, 20 August 2026, submitted a memorandum to the Deputy Commissioner, Diphu, Karbi Anglong, seeking immediate official intervention regarding a liquor/wine shop operating in close proximity to the National Highway and areas frequented by students. The memorandum refers to the directions of the Hon’ble Supreme Court of India concerning liquor establishments situated along National and State Highways and requests the competent authorities to conduct an official inspection and measurement in accordance with the applicable law. HSDF’s Key Demands 1. HSDF has urged the authorities to: Conduct an immediate physical inspection and official measurement of the concerned liquor/wine shop. 2. Determine its distance from the outer edge of the National Highway/service lane. 3. Verify whether the establishment is visible from or directly accessible from the National Highway, wherever applicable. 4. Verify its proximity to schools, colleges, hostels, temples, churches and other educational institutions. 5. Examine the validity of the liquor licence, site approval, renewal documents and licence conditions. 6. Suspend the licence pending inquiry wherever a prima facie violation is established and such action is legally permissible. 7. Cancel the liquor licence if violations of applicable Supreme Court directions, Assam Excise laws/rules or licence conditions are established. 8. Take appropriate measures to protect students and youth from the adverse effects of liquor outlets located near educational areas. 9. Provide HSDF with a copy of the inspection report and action-taken report. Protecting Students and Youth HSDF has expressed particular concern about the potential impact of liquor outlets located near educational areas and places regularly frequented by students and young people. The party has urged the administration and Excise authorities to treat the matter with urgency, keeping in view public safety, road safety, and the protection of students and young people.
